Specializing in government contracts, concessions, litigation, and arbitration, he has advised clients in some of Panama’s most significant public infrastructure projects. His practice covers the full spectrum of public procurement, from bids and appeals to regulatory compliance and dispute resolution.
A significant portion of his career has involved advising consortia participating in high-profile tenders, including landmark projects such as the Fourth Bridge over the Panama Canal, water treatment plants, hospital infrastructure, and national hemodialysis service networks. His counsel includes the analysis of technical specifications, risk mitigation, contractual obligations, and negotiations between public and private sectors.
