Rolando Villalobos Guillén

Senior Associate

Born: Panama, Republic of Panama, 1970.

Admitted: 1995, Panama.

Rolando has represented companies in domestic arbitration proceedings administered by the Panama Conciliation and Arbitration Center (CeCAP), acting both as claimant and respondent, and securing favorable arbitral awards through the dismissal of claims or significant reductions of amounts sought. His experience includes advising contractors in disputes with public entities, as well as representing companies undergoing insolvency and reorganization proceedings involving substantial liabilities.

His litigation practice covers ordinary civil proceedings, enforcement actions, summary proceedings, and extraordinary remedies, including cassation appeals on both procedural and substantive grounds, as well as actions seeking the annulment of arbitral awards. He has also handled interim measures, attachments, enforcement of judgments, and judicial sales before the competent courts.

In addition to contentious matters, he regularly advises clients on alternative dispute resolution strategies, including direct negotiations, settlement structuring, and the drafting of agreements aimed at preventing or resolving disputes outside the courtroom. Clients value his technical rigor, strategic mindset, and ability to manage high-stakes disputes efficiently and effectively.
