On July 9, 2025, during the plenary session of the European Parliament in Strasbourg, the Delegated Act C (2025) 3815 was approved, amending Delegated Regulation 2016/1675. This act officially removes the Republic of Panama from the European Union’s list of high-risk third countries with strategic deficiencies in anti-money laundering and counter-terrorism financing regimes.
This outcome is a major recognition of Panama’s steadfast commitment to transparency and international cooperation. Under the leadership of President José Raúl Mulino and through the coordinated efforts of the Ministries of Foreign Affairs and Economy and Finance, Panama has strengthened its legal framework to meet the highest international standards.
